Community Description
Chhouk district is the second-largest district in the southern province of Kampot. Chhouk was one of the strongholds during the Khmer Rouge regime and was one of the last areas to be liberated from Khmer Rouge control when the Cambodian Civil War ended in 1998.
For over 25 years during the Khmer Rouge reign, all schools were closed and turned into communal eating and sleeping areas, and basic education including reading and writing was discouraged. Today most of the schools have been reopened and Chhouk now has a high school, 4 lower secondary schools, and 22 primary schools.
Problem Addressed
Hun Sen Chhouk High School is located 108 kilometers from Phnom Penh and 40 kilometers from the provincial town of Kampot on National Road 3. A new surge in developing the interior of the country has increased the ease of access to many of the schools and facilities previously only enjoyed by the immediate population.
The increasing population in Chhouk district has left Hun Sen Chhouk High school without proper water and sanitation facilities. The lack of proper facilities has led to an increase in diseases and a drop in attendance.
Project Description
This project is to expand the sanitation capacity of Hun Sen Chhouk High School by constructing an additional stand-alone latrine, with four squat toilets, to serve the students and staff.
All of the existing latrines are located to the east and southeast of the main office, and range from 50-150 meters away from the nearest used classroom. The location of the new latrine will be near the west wall of the school and no more than 20 meters from the nearest used classroom.
The latrine will be constructed using bricks covered with stucco, and sheltered by an aluminum roof. There will be ceramic tiles and toilet bowls on the interior, along with a sanitary cistern where water can be collected to flush the toilets.
The septic tanks will be large concrete vaults located behind the latrines.
Unskilled labor such as for digging the pit, will be provided by the school staff and administrators.
Skilled labor and construction of the latrine will be provided by a local contractor who has worked at the school in the past.
Water Charity funds will be used to pay for the labor of the contractors and to buy building materials including bricks, toilet basins, concrete, doors, roofing, and septic tanks.
The school director, Mr. Vanna, has requested the project to help ease the influx of new students next year. He will oversee and be responsible for future maintenance and repair. He has also agreed to raise any additional amount needed to complete the latrine.
Project Impact
There are a total of 2,070 students, grade 7-12, and 106 staff and teachers, who will benefit from the project.
